high res data in google Earth is not satelite photos, but PLANE photos. Google leases the photographic databases from whatever local company takes or owns it (if the data has been onsold into a larger databse).
So this is essentially China's own fault for allowing a local aerial photographic company to do a flyover near it's military assets, and then onsell the information as if nothing sensitive were on it.
