it must use a virtual texturing technique, like in Celestia or nasa WorldWind.
(where as you get closer it replaces every singlular texture panel with 4 higher detail texture panels, then get closer to them, and each of them is replaced with 4 respective high detail panels, ad infinum (and loop).
